The Perinatal Program
The Perinatal Substance Abuse Program is funded by a contract through the County Alcohol and Drug Program Administration. The program was designed to encourage and help drug-exposed women and their families (0-17) develop independent family relationships while providing necessary resources for recovery. Services are provided in collaboration with residential, outpatient and intensive drug/alcohol programs throughout the recovery process as well as during prenatal/postpartum periods. Other services available include family planning, well baby care, developmental assessment, and family reunification.

Through the Perinatal Substance Abuse Program, families are assigned case managers who help them create individual family service plans that promote continual bonding, productive, drug-free lifestyles in safe and nurturing environments. Case managers and program staff members advocate mother-child(ren) interaction by coordinating a comprehensive family approach to recovery and well being for both the mothers and children. In addition to the case management and drug/alcohol treatment, participants also receive individual and family counseling, housing assistance, parent education classes, and vocational referrals.

The Education Empowerment Program
The Education Empowerment Program was created in collaboration with USC University Affiliated Program in an effort to provide parents and primary caregivers of SCLARC consumers with the best possible information with which to advocate for their school aged children. The goal of the EEP is to inform parents of their child's right to a free and appropriate public education in the hopes that the information will empower them to access appropriate educational services.

The EEP is a multifaceted program that involves a training component, a welcome unit and three different levels of service. Training's are provided for SCLARC service coordinators and parents of SCLARC consumers on Special Education Law and Advocacy. Training's are held on an ongoing basis.

The Welcome Unit is staffed by parents and takes self-referrals from parents and referrals from SCLARC service coordinators. The Self-Directed Learning Component is for parents who want information about special education and prefer to do it on their own. Guided Learning is for parents who have specific questions about special education and want assistance getting necessary information and Advocacy and Planning services are for parents who are having difficulty getting the education services they want and need a special advocate to help explore their options.
